On 22 pages in italian language is printed a text of proclamation refering to a preliminary law for the regulation of urban community in the Kingdom of Croatia and Slavonia signed by Ban Josip Jelačić. The provisions are relating to the status of citizen, way of acquisition and loss of civil rights , rapresentatives of the commune, municipal council, magistrate and the state administrator.
